Lenders Creates Confusion Over First Home Owners Grant Cap

Victorian Treasurer John Lenders and Federal Housing Minister Tanya Plibersek have caused massive confusion amongst Victorian first home buyers about the exact level of the proposed First Home Owners Grant (FHOG) scheme cap to start on 1 January 2010, Shadow Treasurer Kim Wells said today.
"Only a week ago, the Treasurer welcomed Minister Plibersek's announcement that the states would be allowed to set a house price cap on eligibility for the FHOG, a cap the Federal Minister stated would be set at $600,000 in Victoria," Mr Wells said.
John Lenders said that this was to stop "taxpayer assistance to millionaire first home buyers so they can rope in a mansion in Toorak or Brighton" (Source: The Age, 1 November 2009, p2).
"Yet the very day before the Treasurer made these comments, his Department and the State Revenue Office briefed the State Opposition on the State Taxation Further Amendment Bill in which the cap for FHOG was advised as being increased to $750,000," Mr Wells said.
"No wonder first home buyers are totally confused.
"One day we are advised that the cap will be $750,000, and then only a day or so later we read the Treasurer's and Federal Housing Minister's comments regarding a $600,000 cap.
"Many young Victorians looking to purchase their first homes within the price range that would be affected by the proposed FHOG cap will be thrown into total confusion by these conflicting statements by the Victorian Treasurer and Federal Housing Minister," Mr Wells said.
The State Taxation Further Amendment Bill will most likely be debated in Parliament this week, with the Bill stating that the cap will be increased to $750,000, not the $600,000 as announced publicly by the Federal Minister.
"Who are Victorian first home buyers to believe - the Victorian Treasurer or the Federal Minister?" Mr Wells said.
"John Lenders must immediately advise prospective Victorian first home buyers what the correct FHOG cap will be, as these buyers want clarity and certainty, not confusion," Mr Wells said.
